"?  The piece is inscribed "

".  Although I could find no makers mark, the piece appears to be a Williams Model No. 908 Wrench? RR R.R. Railroad Railway Train Engine Tool. S and W Georgia.  The Savannah and Western Railroad company was only in existance from 1885 to 1895.  The piece is in well used condition, SEE PICS.
